Indispensable. The proper way to aggregate tags, tracking, snippets etc into a website, without headaches.
Love Google Tag Manager! it has been used to create our Infografix app (a free infographics generator).
One of permanent tools I use in my workday.
As all things Google, this is more complex than I think it needs to be, but hey ... it's Google, you have to use it, right?
I use it and it works. Im supposed to write some more stuff here but it really is a very simple tool with not too much to discuss about it

Google Tag Manager is an essential product for any new website project. We wrap all external tools in GTM containers and make sure that GTM is our central point to trigger all external scripts, i.e. analytics, cookies and others
