Idea sounds good. But in a market like India, it is very difficult to crowd source without a huge incentive. Did you try approaching the Government to have it as a plugin with their existing database? They might agree as long as you don't own or get access to the end user data. Start with a smaller state. Also this needs a simple mobile app or as a plugin with an existing app(ola/uber/blabla car) who has bigger market reach already.

While worrying about keeping your car safe from being stolen, (hence The reason We have insurance, but insurance companies has also failed us). you sometimes have to deal with being parked in or limited information around your car.
Sadly, most stolen cars are not found because it could not be tracked in time. As a result of lack of signal, or removal of the tracking device.
Also in some cases you have to wait several hours for a careless driver who parked you in at a mall, church, events, even someone parking at your car park in the office or at home. Seriously who has all the time for that?
To resolve the above challenges, is it not phenomenal to know that if your car is ever stolen it can be tracked down on spot or if your car is ever parked in again you can contact the driver just by dialing their plate number. It is with great pleasure to know the end to waiting for several hours and a stolen car gone forever has come to end.

Acquiring all cars will be challenging and make the app useless. Try working with businesses and apartment buildings to see if they want to roll this out to all tenants and expand from there
This should be a standard feature in every car. Just tap a button and send a (voice) message to a car next to you. There should be a dynamic list of e.g. 5 cars that are closest to you (maybe with an illustrated car make / color and license plate number) so that you can just tap on it on your car's touch screen.
Interesting idea! I can see the needs of communication btw drivers. However, drivers are not necessary the owner of the license plate, especially for an era of car sharing. This will be a powerful tool if it allows cars to communicate through build-in system rather than the phone number of whoever use that license plate to register for the app.

A lot of people say that this useless until the network grows. That's true if this is a social network first.
However, you can grow without the network effects by making it really easy for non-users to message users. This solves problems for people that park in a shared / guest spot, people that often double park to run errands, and lots of other cases. One way do that - provide new users with a decal that says "msg me using my plate # on drivertalk.net" - that they can stick that by their license plate, et voila - you get free moving ads. Focus on finding the highest value problems to solve first.
To expand your utility and further simplify, you could create an email server that stores any message sent to the format State-Plate@drivertalk.net (assuming this were US only - ex: CA1BOB111@drivertalk.net) to the plate's account and find a way to get that message out (so people sending messages always feel like the messages will eventually be read - and it encourages more senders). Someone registering that plate could then see all their old messages. The accumulation of old messages could be used as growing value to compel users to sign up (ex: "claim your messages people have sent to your license plate" or something) and could reveal new data about this service's use that you didn't envision.

Interesting. How do you verify that i really do own the car with this number?
@konthetweeter well, it sounds like why would someone want to receive messages about your phone? You can't control what kind of content should be in messages people send over your app. There could be so many confidential stuff and allowing anyone reading that is just absurd, and believe me your company will be sued very soon. There definitely should be a way to validate owners of cars.
