A while back there was an app called Contextual App Folder (C.A.F.) that did exactly this - a home screen folder whose contents changed based on context. It got pulled from the Play Store in 2023. ContextFolder is a modern take: each app icon carries its own rule - show, hide, or promote based on Bluetooth, day or time, or driving detection - plus a manual profile layer you can switch by hand.
