Does it track time spent of specific apps or pages?

No, it does not. Such a feature would take care of manually inputting tags and notes in your time blocks. But such feature would also raise a lot of privacy concerns.
Thus Time Tag does not automatically track time spent on specific apps. You can only manually tag and a note to a time block. On the bright side, when you see the time you have spent on specific thing and reflect on it, write a summary in your own words - it makes you more mindful of your time. Atleast in my experience.

When you sign in from new device, latest data will be synced.
But any action on one device will need a refresh on other devices to reflect.
How much would you like if data synced across all signed in device without having to refresh? It is great feature to have. I'd love to add that functionality if people think it its useful.

So I stumbled across this app through an ad, and have been playing around with it, I'm curious if it plans to address how to manage multiple projects simultaneously? it's decent but seems too basic for anyone juggling complex schedules, wondering if a collaboration feature might be in the works to make it more usable

Yes, I have though about having multiple timers and ability to name, save and export each. Professionals can use it to manage multiple projects. And general users (like me) can have a list of tracker for each of their day.

I really like how this was created by a solo developer, really useful for keeping track of my time especially with no sign-up needed, ever considered adding a feature to track apps or specific web pages? reminds me of Toggl and Timely but feels more personal and straightforward, keep up the great work

No, I haven't really considered adding apps/site tracking to Time Tag. I think there are lot good products for that problem. What makes Time Tag different - like you mentioned is its personal and straightforward. This was the entire point of making Time Tag. I wanted something to just track time I spent doing certain activity, add a note, tag it and then export it all to csv at the end of the day.
I am planning to release for features in future while keeping this simplicity at center.

I just happened to come across this new time tracking app through an ad and decided to give it a shot, tbh while the no sign-up needed and local data feature is kinda interesting, there's also this weird feeling of missing some essential elements, like how about adding more integrations with other productivity tools, any thoughts on that?
