I haven't followed what Google Voice has been doing lately, but I've been using GV for this for since 2010. I have a number, and it rings on my computer via gmail, and also my cell phone. Do they no longer allow people to get numbers and forward them? Without GV, I would definitely would have needed/wanted this product the last few years while abroad.
