I'm not sure how well this concept will do. I presume that the reason that services like Handy etc try and push you to book as many hours as possible is because one of the main costs for the cleaners (especially in the bay area) is travel or parking to and from the property. @_jacksmith It seems that enough different people (5?) in any given building have to signup before it's "unlocked", so to speak. That would definitely help.
