As for me, I am trying to find and contact people who grow and respond to comments actively. So, I usually check their followers and threads. (The chance of engagement and long-term contact is higher) What about you?

The first thing I do is look at their profile. In case his/her interests match mine, I follow them. Also, I read the first few tweets and find them interesting.

@joshuafreeland yeah, Content quality is important, I agree. I follow someone on Twitter who only retweets but is really valuable. It's like I'm getting newsletters. Definitely, contents is important
