Should you hyper-focus on a niche before or after testing?

Hey everyone! I'm wondering what your thoughts are on the best approach is to building a successful product... Should you develop a prototype first and then try it out with a few potential personas before narrowing in? Or should you choose a niche market first and develop a prototype around that specific persona? I can see various pros and cons to each approach, but would love to hear your thoughts.
