If you had an innovative Messaging App with Snowden level security how would you go to market?

"As there are laws in poetry; so there is poetry in law." I believe I have an idea for a super secure messaging app that would be approved by the app stores and operate within the current regulations. The messaging app idea is really clever and I could build a working version within 160 hours worth of work. I want to begin work on it now as covid disrupted my Destarny startup but before I commit I want to make sure I have a marketing plan. Hence my question... If you had an innovative Messaging App with Snowden level security how would you go to market? How would you do this without partnering with the underworld?
