How to decide between adding new features and improving existing ones?

How do you decide between adding new features to your product vs improving on existing ones? 
Especially when you are in your early days and you don't have a lot of traffic to make data-driven decisions.

At Keypup, we have a roadmap that lists what features will be implemented and all the improvements to make in the future. But sometimes, the users we interact with give us new feature ideas and new POVs of Keypup. So we closely study those ideas. Our goal is to provide a user-driven performant platform, so feedback is really important. If a new idea is achievable and can benefit most users, we implement it.
