My impressions is that it's the process of sharing your work in progress, decision making openly. This is to get early feedback, engage with potential users and ensure you're building something that people want. Easiest way to see examples is to follow the #buildinpublic hashtag on Twitter

It's the process of bringing an audience along for the journey while entrepreneurs build a product or service before it's ready for release. When you have an idea to build a product, you share it with the relevant community and take their feedback to ensure you make something they need or want and keep them in the loop while you build the product.
