Hugo, Joomla/Wordpress, anything else? In your experience, what is the software stack that has worked best for you to maintain an easy, effective, yet flexible developer documentation?

This is a more general answer, but I reach for Craft CMS for most content-management tasks, including developer documentation.

https://www.gitbook.com/ Is one of the good solutions I have been using for developer documentation. They have a freemium which allows you to use custom domain names.
