Time frames are important and so is collaboration. We're looking for file sharing options, forums/boards/slacks or whatever, as well as mobile apps that are able to function offline.

Since it's already recommended, I'd like to recommend Recruitee for an ATS (Applicant Tracking System) that works much like Trello but for bettering your recruitment process. It was built with collaboration in mind - with team notes, unlimited users, a slack integration, and more.
- Basecamp is one of the best collaborative tools in the market. :) Works really well for collaboration between teams and for file sharing as well. It comes with a mobile app too, but I'm not sure about the offline functionality that you have mentioned.
