Not sure exactly what angle you're looking for, but since you said "ROI", I'm assuming you're thinking about this as an investment to develop applications with. In that case, I urge you to not even bother with mobile VR. The future of VR is being able to walk around and interact with your virtual environment. Within the next 5 years, these will probably come to mobile VR, so you would be better off developing for a high end system now, and port to mobile once it's ready.
