Is there an LMS (Learning Management System) that doesn't suck?

As a student and now an educator, I've dealt with various garbage LMSs that I'm sure my institutions have paid royally for. They suffer from bad design, UI, slow backends, and 10-15 year old technology. In a world where start ups can create Trellos and Asanas... can't we get an LMS that works as well as the apps on my student's iPhones?

Edly does the job without breaking the bank. It uses Open edX with some custom features so you've got both functionality and affordability which is great. They've got great customer support too.
