What is the best CRM/database tool (or just techniques?) for managing your personal network?

I'd love to be able to tag by location, role, etc.. filter for "all [founders/lawyers/VCs] in [London/New York/etc]."

Although Recruitee is generally for recruitment and hiring, its talent pools can also be used to keep contacts and tag them with location, field, etc. There is a great search feature that will allow you to filter by that, and the pricing is reasonable.
