Hands down Procreate is the best. I use it a lot in my iPad Pro with the Apple Pencil. It has all good options like layers, pencil options and many others. It also records your drawing so you can later see how you did it! You can also start a live stream of drawing too which is cool if you want to teach someone.

I constantly switch between Procreate and Adobe Photoshop Sketch. It works great with the Apple Pencil and has excellent painting and sketching tools.
