Google Photos would be my best bet. Auto-sync and back-up for all photos whenever a network is available. You can create an album and get everyone to contribute to it. While it isn't the perfect solution, it works.

I am not sure if this would answer your question, but Google Photos is my new favorite these days. Google Photos is easily the best cloud-based photo tool currently.
